Board of Assessment Appeals



Present: Herb Kingsbury, Charles Sweetland

The Board met February 28, 2018 at 7:30 p.m. at the Town Hall.


The minutes of the September 6, 2017 meeting were tabled until the end of tonight’s meeting.


Old Business:

There was no old business.


New Business:

There were three appeals plus an inquiry to be discussed.


The first was from Louis and Cynthia Lacaprucia, 130 Barrows Rd. They are appealing their mobile home trailer personal tax as they believe the defective paint has caused the front and rear caps to deteriorate. HK will notify them to appear before the Board on March 7, 2018. HK will ask Mary Huda about NADA books for trailers and mobile homes. HK will ask the Lacaprucias to bring pictures and supporting documentation.


The second appeal presented to the Board was by Navigator Properties, LLC. (Mariner Tower) at 1050 Buckley Hwy. They are appealing the personal tax of $8,750. HK contacted Mary Huda to determine what the tax was for. MH could not get back to HK before tonight’s meeting. HK also tried contacting Wayne and Kathy-Lee Kemp whose property on which the cell tower is located in order to make a site inspection. HK was unable to contact the Kemps prior to tonight’s meeting. HK will contact Navigator Properties to let them know of a tentative date for a hearing of March 14, 2018. HK will also pursue contacting the Kemps for a site visit.


The third appeal was brought by AT&T Mobility and Springwich Celluar Tower Holdings, Stickney Hill Rd. They are filing an appeal because they did not receive an assessment notice. An assessment valuation was emailed to them on 2/20/2018 by the assessor’s office for $136,810. HK will contact AT&T to inquire whether they are withdrawing their appeal.


The inquiry was from Craig Szwed, 31 Webster Rd. He is asking for a reduction in the tax for his 2010 Hyundai Santa Fe. HK will contact Mr. Szwed to inform him that motor vehicle appeals are normally heard in September.



There was no further action taken.


The minutes of the September 6, 2017 meeting were read. CS motioned to approve. HK second. Approved.


HK motioned to adjourn. CS second. Accepted. Meeting adjourned at 8:32 P.M.
