Call To Order:  The meeting was called to order by A. Estell at 6:37 p.m.


E. Fournier made a motion to amend the July 14, 2021 minutes to correct the misspelling of J. Garden’s name and approve the minutes as amended.  J. Garden seconded the motion.  The motion unanimously carried.

A. Blank made a motion to approve the August 4, 2021 minutes as presented.  E. Fournier seconded the motion.  The motion carried unanimously.

Administrative Reports & Activities Summary:

Superintendent's & Principal’s Report:  S. Jackopsic reported that staff have been actively preparing for the start of the school year by prepping rooms and getting acquainted with new staff.  In addition to summer school, staff have been working on scheduling, and the Teacher Evaluation Plan.  Six staff members attended a Math Curriculum and Standards professional development program at EASTCONN this week.  Next week staff will be attending an English Language Arts Curriculum and Standards program with and EASTCONN education specialist at Union School.


There will be an outdoor Meet and Greet for the school community on August 24 from 6:00 p.m. to 7:00 p.m. to welcome the new staff and acquaint families.  A staff luncheon will be held on August 19, 2021


S. Jackopsic reported on the regional superintendent’s meeting.  CT Dept. of Health indicated that masks will be required for all in the building and on buses per Executive Order through September 30. 


S. Jackopsic reported that the text Being the Change:  Lessons and Strategies to Teach Social Comprehension was selected to be used within the Social Emotional Learning (SEL) curriculum. 

The new Stafford hot lunch program manager met with S. Jackopsic to firm up the start of fall meals.


It was noted that the district continues to expect additional special education funding; however, amounts have not yet been disclosed.  S. Jackopsic reported that he will be meeting with Connecticut Education Network (CEN) who provides internet services to CT school systems regarding a proposed internet access point outside of the building for community use.  The program will be free for the first year and approximately $150 per year thereafter.  S. Jackopsic will inquire as to whether use of the service can be monitored to ensure that the service is being used to justify the service in subsequent years.


United Services, Inc. will be meeting with staff to assess staff/students’ needs.

Building: There were a couple of trouble alerts this month.  S. Jackopsic and E. Fournier to meet with alarm/security company on 8/19/21.

EASTCONN: No report


Financial Report:

A final FY 2021 invoice is pending confirmation.

FY 2022 invoices reviewed.

There continues to be an anticipated surplus of approximately $25,000 for FY2021.


Old Business:

Opening Plan for 21-22 school year:  S. Jackopsic reviewed adjustments made to the opening plan based on the most recent changes in CDC and CT DPH/SDE guidance and parental survey on student transportation.


Latest CSDE guidance/recommendations: Remote learning for grades Pre-K through 8 will not be an option per CT SDE.


Meet & Greet:  August 24, 2021 at 6:00 p.m. – 7:00 p.m. in the school yard.


New Business:


Pledge of Allegiance:  J. Garden distributed a news article regarding the history of the Pledge of the Allegiance.  E. Fournier made a motion for the board to recite the Pledge of Allegiance at the opening of their meetings.  A. Blank seconded the motion.  Discussion was held regarding board recitation.  Time is held each day in school for The Pledge per CT state law; however, there is no requirement for board recitation.  E. Fournier withdrew his motion. 


Elections:  Members discussed pros/cons of the town changing their election cycle from May to November per recent State Statute.  Consensus was that the change to November did not negatively impact board function and may improve election attendance due to the November date being associated with State and Federal elections.


Mask-wearing:  S. Jackopsic reported that students and staff, both vaccinated and unvaccinated  would be required to wear masks through Sept. 30, 2021 per Governor’s order.  This also includes all visitors to the building.


ESSER III/ARP update:  Funding will used for salaries of the Math Interventionist for two years; the Social Emotional Learning component added to the Music Teacher’s position for two years; After School Program for one year; hot lunch delivery stipend for one year; and COVID-19 cleaning.


21-22 Theory of Action:  S. Jackopsic reviewed his Theory of Action as Superintendent for instruction for the following year which will be shared with staff.


Individuals To Be Heard:  J. Woronecki thanked the board and stated that she enjoyed attending the meeting.


A. Blank made a motion to adjourn the meeting.  R. Fischetti seconded the motion.  The motion was unanimously carried with the meeting adjourning at 8:30 p.m.
