The meeting of October 6, 2021 was called to order at 7:44 PM immediately following Public Hearing by M. Silbermann.


Minutes of Sept 15, 2021 were reviewed and approved.


Thomas Flannery’s wetland application was reviewed.  L. Fitzgerald made a motion to approve, seconded by B. Kapplan.  All in favor, motion approved.

His zoning application to build an 1800 square foot home on Webster Rd. was reviewed.  He had a driveway permit and approval from the NDDH.  B. Kapplan made a motion to approve, seconded by C. Berner.  All in favor, motion carried.  Permit #21011 issued.  $210. paid.  He had been issued street number 99 at the last meeting, upon review of the location of his driveway the number was changed to 95.  He was reminded that he would need an as built when complete.


The COPD discussed at hearing was reviewed.  L.  Fitzgerald made a motion to change Appendix IV – Objectives - #3 removing “Robust”.  B. Kapplan seconded the motion.  All were in favor, motion carried.  The COPD was approved with change.


Numerous residents from Mashapaug Lake were in attendance to discuss their concerns about the proposed Horse Park in Sturbridge.  The Zoning Chairman and the First Selectman will contact various state agencies regarding this proposed project.


The schedule for next year was reviewed.  July 6th will be removed.


ZEO had no report. 


L. Fitzgerald moved to adjourn, seconded by B. Lambert.  Meeting adjourned at 8:26 PM.
